Priya Varghese appointment: Kerala cannot deviate from Central rules, says UGC

New Delhi: UGC has reiterated its position that the appointment of Priya Varghese to the post of Associate Professor at Kannur University was done without following any rules. UGC rules are to be followed for university appointments. The UGC also stated that the government cannot deviate from the central rules even if the state laws are contrary to them. The UGC has pointed this out in its reply filed in the Supreme Court to the Kerala government’s affidavit.

The reply affidavit was filed by UGC’s Educational Officer Supriya Dahiya. Apart from the state government, the UGC also filed a reply against the Kannur University Vice-Chancellor, Registrar, and Selection Committee in the Supreme Court. The government, the vice-chancellor, and the university had filed affidavits in the Supreme Court in support of Priya’s appointment.
The UGC rejected the position of the government and the university that Priya was eligible to be appointed as an associate professor. The UGC contended that Priya Varghese does not have the teaching experience required by UGC’s 2018 regulation to apply for the post of Associate Professor. Eight years of teaching experience is required.
After joining an aided college, Priya Varghese completed three years of PhD research on deputation under FDP (Faculty Development Programme) and two years of deputation as Dean of Students (Director of Student Services) at Kannur University. However, the UGC has clarified that research during the FDP period will not be counted as teaching experience. In the replying affidavit, the UGC has also pointed out that only research carried out along with teaching without taking leave will be considered teaching experience. The Supreme Court is likely to consider the petition only after the summer vacation.
