Thiruvananthapuram: The Kerala police is highly unlikely to register a case against Communist Party of India- Marxist (CPM) state secretary Kodiyeri Balakrishnan for the controversial speech made at Payyanur last week in which he preached swift retaliation when it comes to attacks from political rivals.

State police chief Loknath Behra will take a final decision on Monday after weighing the legal opinion given by Advocate General and other eminent lawyers on the matter. But sources say that the legal opinions will not favour prosecution of the CPM leader.

After going through the video footage of the speech, legal experts are of the view that it was not targeted at a particular person. There was nothing provocative in the speech and hence there was no need to register a case against the CPM leader, the legal experts are known to have opined.

Adding fuel to the political unrest in Kannur where a BJP worker and a CPM activist got killed in violence recently, Balakrishnan had warned the BJP and the RSS of strong and quick reaction from the party. The speech instantly stirred up a controversy in the state with the opposition parties accusing him of instigating violence in the state and for exhorting party men to retaliate any attack without delay.
